This is such a common feature and issue that I am surprised you have never seen it. Many games have a 'full screen' mode which adjusts the local computers screen resolution and maximizes itself. However, this has happened on windows as far back as I can remember.
I think it is more inherent to the operating system, in my case windows 10.
